New Contractors 

The RCD of Tehama County invites all interested contractors to submit their organization for inclusion in the District's Interested Contractors' List for the District's bid projects.

It is the sole responsibility of each contractor to ensure that their information is accurate, current, and properly maintained on the Interested Contractors' List. Contractors with outdated or incomplete information may not receive bid packets from the District directly.

AB 338 - Prevailing Wage for Fuel Reduction Work

Effective July 1, 2026, AB 338 established prevailing wage requirements for certain publicly funded fuel reduction work in California.

Covered contractors and subcontractors may be required to pay applicable prevailing wages, maintain required payroll records, register with the California Department of Industrial Relations (DIR), and comply with other applicable labor standards.

AB 338 includes several exclusions, including fuel reduction contracts of $500,000 or less, work performed on private land, prescribed fire and grazing, certain tribal work, work performed by a public agency with its own forces, and certain federally funded work.

LTO or Contractor License — What’s the Difference?

Not every forest or wildfire prevention project requires the same license.

A Licensed Timber Operator (LTO), certified by CAL FIRE, is authorized to conduct Timber Operations on Timberland — such as harvesting trees for sale or other commercial purposes under an approved harvest plan.

However, many grant-funded or non-commercial fuel reduction projects don’t involve timber sales. For these, an LTO license doesn’t apply — the work should be done by a contractor licensed through the California Contractors State License Board (CSLB).

Knowing which license fits your project ensures compliance and helps keep California’s forests healthy and fire-resilient.
